How to read the price
Google bills per user. A shared mailbox still needs a licence if it is a real account. The annual plan locks the number of licences you commit to: you can add people during the year, and you can drop back only at renewal. Seasonal businesses should price the flexible plan before they take the cheaper annual rate.

Storage is why most teams should not stop at Starter. Starter is 30 GB pooled per user. Standard is 2 TB pooled per user, which is the difference between "email and a few docs" and a company that actually keeps files in Drive.
